If a shop answers 200 OK in 300 ms from our server but will not load for you, clear your DNS cache or try mobile data. A 503 or connection error means it is down for everyone.

Does a 404 mean the site is down?

No. A 404 means the server answered but that page does not exist. The site itself is up.
